EFEKTIVITAS KEGIATAN DISTRIBUSI RENCANA ANGGARAN BIAYA (RAB) BALAI DIKLAT KEAGAMAAN (BDK) ACEH DENGAN MENGGUNAKAN APLIKASI GOOGLE DRIVE

Abstract

Kegiatan pelatihan pada Balai Diklat Keagamaan (BDK) Aceh membutuhkan biaya yang harus dihitung secara tepat. Oleh karena itu, data keuangan harus disediakan secara akurat dan tepat waktu. Selain untuk mempercepat proses penyusunan realisasi anggaran diklat, data tersebut dibutuhkan untuk optimalisasi Daftar Isian Pelaksanaan Anggaran (DIPA) dan kelengkapan laporan hasil diklat. Selama ini, data keuangan pada BDK Aceh didistribusikan kepada penyusun laporan realisasi anggaran diklat, penyusun laporan hasil diklat di seksi Tenaga Administrasi, Tenaga Teknis Pendidikan, dan Keagamaan serta para panitia yang bertanggungjawab atas penyelenggraan diklat. Proses distribusi yang cepat dan tepat akan menghasilkan laporan yang akurat dan selesai tepat waktu.  Namun kenyataannya, distribusi Rencana Anggaran Biaya (RAB) pada BDK Aceh belum efektif dan efisien karena dilakukan secara manual. Penelitian ini bertujuan untuk mendeskripsikan tahapan kegiatan dan kelebihan serta kekurangan penggunaan aplikasi google drive untuk pendistribusian RAB pada BDK Aceh. Penelitian dilakukan secara kualitatif dan sumber data penelitian; (1) Petugas penyusun realisasi anggaran diklat (2) Petugas penyusun laporan hasil diklat (3) Panitia kegiatan diklat. Pengumpulan data dilakukan melalui kegiatan observasi, wawancara dan studi dokumen.  Hasil penelitian, tahapan kegiatan: (1) melakukan konsultasi dan koordinasi dengan pimpinan dan staf keuangan; (2) melakukan penyimpanan data RAB diklat kedalam aplikasi google drive; (3) melakukan sosialisasi pemakaian aplikasi kepada penyusun laporan dan panitia, (4) melakukan evaluasi terhadap penggunaan aplikasi. Kelebihan distribusi data RAB melalui google drive adalah pengguna selalu dapat mengakses data kapan saja dan dimana saja tanpa perlu bertemu dengan pihak penyedia data. Kelemahan proses distribusi RAB melalui google drive adalah harus selalu terkoneksi dengan jaringan internet agar data RAB dapat diunduh.

Training activities at the Aceh Religious Education and Training Center (BDK Aceh) require costs that must be calculated accurately. Therefore, financial data must be provided in an accurate and timely manner. In addition to accelerating the process of preparing the training budget realization report, this data is needed to optimize the Budget Implementation List (DIPA) and complete the training report. Up to now, the financial data in BDK Aceh is distributed to the compiler of the training budget realization report, the compilers of the training reports in the Administration Staff Training Section and Educational and Religious Technical Training Section, and the committees responsible for the implementation of the training. A fast and precise distribution process will produce accurate and timely reports. However, in reality, the distribution of the Budget Plan (RAB) in BDK Aceh has not been effective and efficient since it is done manually. This study aims to describe the stages, advantages and disadvantages of using the Google Drive application for the distribution of RAB at BDK Aceh. The research was conducted qualitatively and the research data sources are (1) the compiler of the training budget realization report (2) the compilers of the training reports (3) The training committee. Data were collected through observation, interviews and document studies. The results of the research, the stages of activities: (1) consulting and coordinating with leaders and financial staff; (2) storing the training RAB data into the google drive application; (3) socializing the use of the application to the report compiler and committee, (4) evaluating the use of the application. The advantage of distributing RAB data through Google Drive is that users can always access data anytime and anywhere without the need to meet with the data provider. The disadvantage of distributing RAB data through Google Drive is that it must always be connected to the internet so that RAB data can be downloaded.
